I caused those Draft Rules to be circulated amongst the various officers whose opinions you might desire to see
and copies of those opinions

enclosed for your information.

There is not a second opinion
in the Colony as to the eminent fitness of
office of Head of
Dr. Eitel for the new this Department.

Looking to the fact that he is about forty years of age, and probably the "youngest European who has attained so eminent a position in Chinese Scholarship, Her Majesty's Government may safely- pely on receiving many years of most. useful work from him, if you comply
with
my
earnest recommendation and
give him this appointment.

Sir Thomas Wade mentioned
to me that he had been consulted when
in London
on this subject : but he said
he had no hesitation in
informing me that it would be, in his opinion, impossible
to obtain a gentleman better fitted for the
post than Dr Eitel.
6.
In his ready accessibility to the Chinese inhabitants and thorough knowledge
of them, there has not been
any officer of the Hongkong Government for many years past who can at all compare with Dr Eitel.
